뉴욕타임스, 미 정부 글로벌 호크 판매 비판
 
미국 일간지 <뉴욕타임스>가 무인정찰기 글로벌호크를 한국에 판매하는 것이 한반도에서 전쟁의 위협을 높일 것이라고 비판했다.
신문은 29일(현지시간) 사설을 통해 북한 전역을 작전 반경에 두는 이 무인기를 한국이 보유할 경우 위기 국면에서 돌발적인 전쟁이 벌어질 가능성이 높아질 것이라며 미 정부의 결정이 우려스럽다고 지적했다. 이어 전쟁 가능성을 막기 위해 미국은 한국으로부터 글로벌 호크를 무장하지 않겠다는 확약을 받아야 하는 등 긴밀한 공조 관계를 유지해야 한다고 당부했다.
<뉴욕타임스>는 한국에 글로벌호크를 판매하는 것이 미사일기술통제체제(MTCR)를 약화시킬 가능성도 있다고 주장했다. MTCR의 협정을 보면 무인기 기술을 사들이는 것이 협정 위반으로 간주할 수 있다는 것이다.
이어 신문은 올해 한국의 미사일 사정거리 연장에 미국이 합의하면서 MTCR이 이미 큰 타격을 입었다는 점을 상기시켰다. 여기에 미 정부가 한국에 글로벌호크를 파는 것이 오바마의 군축 목표가 훼손되지 않는 것인지, 러시아나 중국 같은 다른 나라들이 유사한 장비를 판매하는 과정에서 글로벌호크 판매가 하나의 좋은 구실이 되는 것은 아닌지를 미 정부가 설명해야 할 필요가 있다고 언급했다.
<뉴욕타임스>는 마지막으로 북한이 핵무기 프로그램을 가동하고 도발적인 행동을 하지만 한국에 비해 군사적으로 열세에 있다고 분석했다. 또 북한에 대한 압력 수단을 유지하는 일도 중요하지만 미 정부가 '전략적 인내'라는 기존의 틀에서 벗어나 북한과의 대화를 재개할 방법을 모색해야 한다고 주문했다.

U.S., South Korea: Seoul and the Global Hawk
 
1. Summary(정보 요지)
U.S. Secretary of Defense Robert Gates suggested that the Pentagon may be amenable to selling South Korea the Global Hawk unmanned aerial vehicle Oct. 17 after a meeting with his South Korean counterpart, Lee Sang Hee. Though significant in its own right, such a sale could carry broader implications concerning the broader relationship between Washington and Seoul.

The Pentagon is now "sympathetic" to South Korea's interest in the Global Hawk unmanned aerial vehicle (UAV), U.S. Secretary of Defense Robert Gates said Oct. 17 after meeting with his South Korean counterpart, Lee Sang Hee.
During the meeting, the two discussed, among other things, contingency plans for North Korean succession issues. Seoul's interest in this particular UAV has been long-standing, and its desire to acquire it could be aided by the considerable warming of U.S.-South Korean relations since President Lee Myung Bak took office earlier in 2008.
The RQ-4 Global Hawk was developed in the late 1990s as a high-altitude, long-endurance intelligence, surveillance and reconnaissance (ISR) platform. It can operate at around 50,000-65,000 feet, and can remain on station for 24 hours after flying some 1,200 nautical miles (nm) from its base of operation, and can operate more than 5,000 nm from base. It is capable of completely autonomous flight and its electro-optical systems can image an area the size of Illinois in that time with resolution better than 3 feet.
This adds up to one of the world's most capable ISR platforms, one that has helped operationalize UAV autonomy. Both Germany and Australia have already moved to acquire their own Global Hawks, Berlin under the Euro Hawk initiative while Canberra is awaiting the navalized RQ-4N now under development for the U.S. Navy. The capabilities of the Global Hawk are especially attractive to Australia, where its isolated geography makes longer-range capabilities particularly important.
But Seoul's interest, given its exceptionally cramped geography, warrants closer examination. In almost every direction from South Korea's territory, its aircraft are only a few hundred miles from bumping into another country's airspace.
The Global Hawk can certainly run ISR sorties up and down the North Korean coast (and its high altitude would allow it to see deeper into Pyongyang's territory), and Seoul is seeking to expand its own indigenous situational awareness of North Korea and its missile sites. But it hardly justifies the attraction of the strategic -- even global -- reach of the RQ-4 design. And even disputed territory like the Dokdo Islands are less than 150 nm distant from mainland South Korea.
But Seoul is looking beyond its cramped neighborhood. An industrial powerhouse in its own right, it is the 12th largest economy in the world and the largest shipbuilder on the planet. South Korea's interests are thus increasingly global. Like its neighbors to the east and the west, it, too, is concerned about its ability to protect vulnerable shipments of raw materials and resources, especially through the Strait of Malacca. Indeed, given Japanese ownership of the Ryukyu Islands, South Korea is the furthest of the three from that crucial strait. This highlights Seoul's need for the strategic range of the Global Hawk, which would allow it to deploy a responsive, real-time ISR platform to the Strait of Malacca and beyond into the Indian Ocean and to the territorial waters of Australia.
In this sense, Seoul's interest in the Global Hawk can be understood as seeking to acquire the tools to be a global player, not just a regional power overshadowed by its two immense neighbors to the east and the west. More significantly, Washington's potential acquiescence would mark a significant acknowledgment of this goal, as well as a facilitation of it.
After the Korean Armistice Agreement was signed in 1953, Washington spent much of the Cold War more worried about South Korea intentionally precipitating renewed conflict with the north and dragging the U.S. back into another war on the Korean Peninsula than worried about a North Korean invasion of South Korea. As such, Seoul's command-and-control structure, as well as most of the true offensive power, remained in the hands of U.S. forces. Among other things, the United States used this power in a bid to hinder a South Korean missile program.
This has already begun to change, as Washington has attempted to shift the front line burden to Seoul's own forces in the post-Cold War world. Recently, for example, the United States agreed to sell nearly half its munitions stockpiles in South Korea to the South Korean military at a bargain price. But as a strategic platform with applicability well beyond North Korea, the potential sale of the Global Hawk could be seen to signify a broader shift in the way the United States thinks of South Korea, with Washington perhaps seeing Seoul as more of a global partner than simply a regional one occupying a geographically crucial peninsula in a pivotal corner of the globe.
While the military relationship with Japan has become closer technologically in the era of ballistic missile defense, it is also clear that Washington has warmed to South Korea under Lee. An agreement over the Global Hawk could mark a broader understanding, though it might or might not be carried over to the next U.S. administration.
For its part, Seoul has cultivated an immensely capable military-industrial capability. But there is little doubt that South Korea would learn a great deal from both the operation and maintenance of its own Global Hawk fleet. Thus, if the sale were to go through, it would simultaneously represent a stepping-stone for Seoul's own domestic capability, allowing it to move beyond its reliance on U.S. technology.
Ultimately, the sale of a small fleet of Global Hawks would hardly mark a decisive shift in South Korean military capability in and of itself. It would, however, mark a major step forward in Seoul's strategic ISR capability, and could well herald an alignment with Washington that extends far beyond the demilitarized zone.(끝)

작전 반경 3천㎞ 한반도 훌쩍 넘어
“미-중 갈등 휩쓸릴 우려” 신중론도

미국이 고고도 무인정찰기 글로벌 호크를 한국에 팔겠다는 것은, 한국에 한반도를 넘어서는 군사적 역할을 기대하는 전략적 의도가 반영된 것 아니냐는 분석이 나온다. 글로벌 호크의 작전 반경 3000㎞는 한반도를 훌쩍 넘어서기 때문이다. 자칫 미국의 중국 견제에 활용되면서 우리 의사와 무관하게 미-중 갈등에 끌려들어 갈 수 있다는 우려가 나오는 배경이다. 또 구매 비용만 1조원이 넘고, 향후 운영 비용도 6조원(20년 기준)에 이를 것으로 예상되는 등 지나치게 고가인 점을 들어 구매를 재검토해야 한다는 목소리도 나온다. 정부는 이에 대해 경쟁입찰 등을 통해 구입가를 낮추는 방안을 고려하고 있는 것으로 알려졌다.
 
■ 미-중 갈등에 휘말릴 위험
2008년 10월 미국의 민간 전략정보분석기업 ‘스트랫포’는 “한국에 글로벌 호크를 팔 수도 있다”는 로버트 게이츠 당시 국방장관의 발언 이후 흥미로운 분석 기사를 보도했다. 그는 이 기사에서 “한국은 불과 몇백마일 안에 다른 주요국들과 영공을 맞대고 있으며, 일본과 영토 분쟁을 겪고 있는 독도까지의 거리도 불과 150마일이 안 된다. (이런 나라가) 글로벌 호크와 같은 전략 무기를 도입하는 것은 합리적으로 설명이 안 되는 일”이라는 견해를 밝혔다.
그렇다면 미국이 이런 무기를 한국에 판매하려는 진짜 이유는 무엇일까. 스트랫포는 “활용 범위가 북한을 훌쩍 뛰어넘는 이런 전략적 무기를 판매한다는 것은 미국이 한국을 단순히 지역 파트너가 아니라 글로벌 파트너로 보기 시작했다는 시각의 전환을 뜻한다”고 보도했다. 그러면서 한국이 전략적 이해를 갖는 지역으로 중동의 원유 수송로인 인도양, 말라카 해협, 오키나와 근해와 오스트레일리아 주변 해역을 꼽았다. 이들 해역은 중국과 주변국들의 영토분쟁 지역과 정확히 일치한다. 미국이 동북아 지역의 세력 균형을 유지하는 데 한국에 더 적극적인 역할을 기대하고 있다는 신호라는 것이다.
미국은 주변국에 첨단 무기 구입을 강요하면서 안보 부담을 떠안긴 역사가 있다. 대표적인 예가 스즈키 젠코(1980~1982) 총리 시절 이뤄진 일본의 대잠 초계기 P-3C 도입 사업이었다. 일본 <엔에이치케이>(NHK) 방송은 2010년 12월 ‘엔에이치케이 스페셜’을 통해 미국이 일본에 P-3C를 판매한 뒤 소련 잠수함 초계 업무를 떠안게 하는 과정을 당시 관계자들의 인터뷰를 통해 재구성했다.
이를 보면, 미·일 관계자들은 도쿄와 괌, 오사카와 필리핀 북쪽 해상을 잇는 거대한 두개의 선을 하나로 잇는 삼각형인 이른바 ‘나카무라 라인’을 그린다. 일본 정부는 원유 수입로인 이 나카무라 라인의 안보를 내세워 국민에게 무기 도입의 필요성을 설명했다. 이후 1981년 5월 스즈키 총리와 로널드 레이건 대통령의 정상회담에서 미-일 양국관계에 처음 “동맹”이라는 표현을 사용했고, P-3C 도입이 현실화한다. 2010년 현재 일본의 P-3C기 도입 대수는 86대로 미국에 이어 세계 2위이다.
 
■ 타 기종과 경쟁입찰 고려 군 관계자는 26일 <한겨레>와의 통화에서 “현재의 가격대로 우리가 구매하는 것은 절대 아니다. 판매자의 희망가격일 뿐”이라고 말했다. 이어 “현재 개발중인 다른 기종들을 검토해 가격 경쟁을 유도하고 성능 검증을 차분하게 하는 것도 하나의 대안”이라고 말했다. 한국국방연구원은 올해 1~8월까지 실시한 사업타당성 재조사를 통해 “순항속도 등을 조정하는 경우 글로벌 호크 외에 글로벌 업저버나 팬텀아이 등도 대상 기종으로 고려할 수 있다”고 밝힌 바 있다. 현재 고고도 정찰용 무인정찰기 예산은 2008년부터 2015년까지 4854억원이 예정돼 있으며, 2012년에는 1031억원의 예산이 편성된 바 있다.
방위사업청 관계자는 “구매수락서가 넘어오면 (단일기종 협상일지, 기종 간 경쟁입찰일지) 판을 짜게 될 것이다. 분명한 것은 현재 미 의회에 통보된 1조3000억원이라는 가격은 우리가 구매하는 수준이 아니라는 것”이라고 말했다. 미 국방부도 값이 비싸다는 점을 이유로 글로벌 호크 도입 사업에 대한 축소나 폐기를 검토하고 있다는 점도 도입 신중론에 힘을 실어주고 있다. 미군은 최근 글로벌 호크 도입을 미루면서 기존 정찰 전력인 U2 정찰기를 2020년까지 운용하기로 했다.
